"Mugsy" Tannen was a Chicago, Illinois mobster in 1927, and a member of the Tannen family.

He was the second in command after crime boss Arnie "Eggs" Benedict, and was backed up by the muscleman, "Battleship" Potempkin.

It is unclear how he was related to Irving "Kid" Tannen as they shared the same traits and position as a gang leader.
