While the program's initial function was to straighten unruly individuals into upstanding citizens, Edna took it further by controlling applicants with a wristwatch that turned wearers effectively into zombies. Activation of the code X:11 on the watch's digital display would place the user under hypnosis, and in her control.
Biff Tannen, being the most unruly individual in all of Hill Valley, was the first to undergo "treatment". As a result of the hypnosis, every time he felt the urge to break a law or his emotions turned to annoyance or anger, he would get a sensation of acute nausea.
Citizen Plus patients would get to meet Citizen Brown approximately two years after treatment, but needed to sign several contracts and would have no memory of the events of their treatment or their time under X:11 hypnosis.
The Citizen Plus Program was voluntary for the pilot program, but would eventually have become mandatory. It was abolished through the actions of Marty and First Citizen Brown, who traveled to 1931 and corrected the timeline, thus sending the Citizen Plus Program into nonexistence.
Citizen Brown was unaware of the X:11 manipulation, and encountered Edna after Marty McFly followed Biff into the Decycling Bin. He commanded her to wait for him at home, but to his and Marty's surprise, he was arrested and detained.Jennifer Parker was the second to undergo the procedures at the insistence of her father, after the many rules she broke. Lorraine Baines McFly signed up for the program, as she was struggling with alcoholism, though she is not shown to have gone through with it. Marty too would have had the treatment, his signature being forged by Edna, but he managed to escape.
The individuals who had undergone the procedure could revert to their true mentality if given enough exposure to their favorite vice or controversial interest. Biff snapped out of it after Marty showed him beer, cigars, girlie magazines and license plates (the fourth item being contraband as Hill Valley was car-free in 1986B, and Biff was a gearhead).
Having only completed the first treatment, Jennifer snapped out of it after listening to Marty playing a tune on his guitar.
Citizen Brown was to be reprogrammed in the Citizen Plus Ward, though it was said to be a more serious total personality stripdown. The procedure involved the subject being strapped to a table and forcibly given various stimuli.
