Hell, in many religious and folkloric traditions, was a place or state of torment and punishment in an afterlife for people, like sinners, who were evil during their lifetime.
In the 1985A timeline created when the elderly Biff Tannen from 2015 traveled back to 1955B in the stolen DeLorean time machine to give his younger self the Grays Sports Almanac, the city of Hill Valley was known as Hell Valley, named under the concept of Hell, as Tannen technically controlled the city, allowing biker and criminal gangs to live there among terrified citizens and corrupt police officers of the Hill Valley Police Department.
When Marty McFly stated that Hell Valley was like Hell, Emmett Brown reassured him that Hell couldn't be worse.[1]
