In 1931, the Sacramento Mob controlled Sacramento, while Kid Tannen controlled Hill Valley.
In the 1986F timeline, when Kid Tannen wasn't captured, he, along with his three sons, comprised one of the biggest organized crime families in California. J. J. Valenti's family, which was bigger than the Tannen family by this point, gave a personalized cigarette lighter to the Tannen family as a token of respect.
