The nuclear weapon was a weapon Libyan terrorists hoped to build, with the assistance of Doc Brown. Fortunately, they were foiled when he appropriated their plutonium for a less harmful project, i.e. to build his DeLorean time machine. Unfortunately for Doc, the Libyans were none too pleased when they discovered that their bomb consisted instead of used pinball machine parts.
