That's a good question-- on the one hand, it sounds as if the weather report made after the song is by the same announcer who runs down the sports scores. On the other hand, you can see Biff turning the dial and you can hear the whine of a change of frequency. I'd like to think he was trying to tune it in better as he neared the tunnel.
